La mobilità volontaria nel Pubblico Impiego: margini di discrezionalità dell'Amministrazione di destinazione

Il contributo, a partire da una recente pronuncia del Tribunale di Catanzaro, affronta la questione dei margini di discrezionalità della pubblica amministrazione reclutante nei procedimenti di mobilità individuale volontaria ex art. 30 d.lgs. n. 165/2001, con specifico riferimento alla fase di valutazione delle competenze professionali dei candidati. Ciò offre l’occasione per soffermarsi sulla natura dell’istituto, anche alla luce dei più recenti approdi legislativi in materia.

Starting from a recent decision of the Tribunal of Catanzaro the contribution examines the question of the discretionary margins of the recruiting public administration in individual voluntary mobility procedures pursuant to article 30 paragraph 1 legislative decree no. 165/2001. Specifically it deals with the phase of evaluation of the candidates’ professional skills. Expert-based versus citation-based ranking of scholarly and scientific publication channels

Abstract The Finnish publication channel quality ranking system was established in 2010. The system is expert-based, where separate panels decide and update the rankings of a set of publications channels allocated to them. The aggregated rankings have a notable role in the allocation of public resources into universities. The purpose of this article is to analyze this national ranking system. A new mathematical approach for the estimation of the AUC and its variability under different experimental designs in preclinical studies

The aim of the present work was to develop a new mathematical method for estimating the area under the curve (AUC) and its variability that could be applied in different preclinical experimental designs and amenable to be implemented in standard calculation worksheets. In order to assess the usefulness of the new approach, different experimental scenarios were studied and the results were compared with those obtained with commonly used software: WinNonlin® and Phoenix WinNonlin®. Ranking Scientific Journals Via Latent Class Models for Polytomous Item Response Data

Summary We propose a model-based strategy for ranking scientific journals starting from a set of observed bibliometric indicators that represent imperfect measures of the unobserved ‘value’ of a journal. After discretizing the available indicators, we estimate an extended latent class model for polytomous item response data and use the estimated model to cluster journals. Classification trees for multivariate ordinal response: an application to Student Evaluation Teaching

Data from multiple items on an ordinal scale are commonly collected when qualitative variables, such as feelings, attitudes and many other behavioral and health-related variables are observed. In this paper we introduce a method to derive a distance-based tree for multivariate ordinal response that allows, when subject-specific characteristics are available, to derive common profiles for respondents giving the same/similar multivariate ratings. Building up adjusted indicators of students' evaluation of university courses using generalized item response models

This article advances a proposal for building up adjusted composite indicators of the quality of university courses from students’ assessments. The flexible framework of Generalized Item Response Models is adopted here for controlling the sources of heterogeneity in the data structure that make evaluations across courses not directly comparable. Background and Purpose. One of the primary reasons for measuring outcomes during rehabilitation is to determine the effect of physiotherapy. Repeated measurement situations are susceptible to several sources of error, including inconsistencies caused by the subject, the procedure, the instrument and the examiner.
