AbstractThe proportion of the Russian-speaking population in Latvia increased dramatically during the Soviet period from 12% in 1935 to 42% in 1990 due to organised labour migration within the Soviet Union. After the collapse of the Soviet Union, especially since the end of the 1990s, many Russian-speaking Latvians have migrated to Western countries. Very little is known about the national identities of these Russian-speaking Latvians. Migration Flows in Finland: Regional Differences in Migration Determinants and Migrant Types

The present study analyzes interregional migration flows in Finland during 1985-96 using a large sample from the longitudinal census data file. The regional concentration of population has sped up in recent years, and most migrants now head to five urban growth centers. The empirical analysis reveals that it is particularly the human capital component (young, educated individuals) that moves to, and stays in, the growth centers. They are attracted by the higher expected wages and employment chances. Conversely, some individuals, mainly older and less educated ones, move back to their original home regions. Bioeconomy development has become one of the new trends in policy design and research. This study looks at biotic resource extraction in the Baltic Sea region countries providing detailed country by country analyses of factors affecting changes in resource extraction. The study is based on the index decomposition analysis including factors related to bioeconomy strategies such as the population, share of people employed in bioeconomy, labour intensity, biotic resource extraction productivity, share of bioeconomy, export intensity, and share of bioresource export. How the EU regional policy can shape urban change in Southern Europe: learning from different planning processes in Palermo

The article provides an interpretation of the role played by the EU regional policy in the process of urban change experienced in Palermo, the fifth Italian city by population and capital of one of the largest Europe’s less developed regions (Sicily). Through an analysis of various EU-funded planning initiatives implemented over the last two decades – from the Urban Community Initiative in the late nineties to the current Integrated Territorial Investments under the 2014–2020 urban agenda –, the work explores their effects from three main perspectives: urban regen- eration, local governance, and planning innovation.

Critical infrastructure dependency, climate change and social dynamics have captured the attention of city decision makers across different disciplines, sectors, and scales. Triaxial testing of argillaceous rocks and shales is significantly more challenging than conventional rock mechanical testing. The challenges are mainly related to the very low permeability of these geomaterials, and their sensitivity to exposure of atmosphere and brines, which induces variations of water content, suction and effective stress. Rather than having a consistent food policy, countries often tend to regulate food from the margins of other policy domains such as agricultural, environmental, welfare or educational policies. Regulatory interventions perceive food as an instrument rather than a domain with its own specific set of policy issues and view food provision as an activity to achieve certain economic, social and environmental objectives.
