Under the paradigm of activation, the Public Employment Services has been reshaped by two levels of contractualization. On one hand, the collaboration of the administration with a network of agents on the programme scheme that make up the active policies of employment. This paper analyses the role of public capital expenditure in Romania. There were identified two important roles of public expenditures for development in Romania, currently: levers for overcoming the economic crisis, and a means to align Romania to European Union requirements stipulated in the revised Lisbon Strategy. The analysis concluded that these expenses, although with a relative value twice the EU average, experienced a strong downward trend with the economic crisis, so as they have not contributed to economic recovery. This article analyzes participatory governance in relation to heritage. Based on previous studies on the implementation of participation and theoretical discussions considering the participatory governance of cultural heritage, we found four types of cultural heritage governance, with differing weights with regard to public authorities, civil society, markets, and citizens. Governmental, corporatist, service-led, and co-creative cultural heritage governance types were identified, which reflect the shifts in participatory approaches to governance from state-centered activities to the proliferation of civil society, and from professionally dominated to more citizen-based activities. Public spaces are privileged places in the city. Unfortunately, conurbation phenomena have taken over, leaving local places and identities to disintegrate, marking a clear break between community and settlement, obstructing the common good and the use of public spaces.
