Search for eccentric binary black hole mergers with advanced LIGO and advanced Virgo during their first and second observing runs

When formed through dynamical interactions, stellar-mass binary black holes may retain eccentric orbits ($e>0.1$ at 10 Hz) detectable by ground-based gravitational-wave detectors. Eccentricity can therefore be used to differentiate dynamically-formed binaries from isolated binary black hole mergers. Current template-based gravitational-wave searches do not use waveform models associated to eccentric orbits, rendering the search less efficient to eccentric binary systems. Can animation compensate for temporal processing difficulties in deaf people?

International audience; This article addresses the issue of animation as an aid for temporal processing difficulties in deaf people learning the Highway Code. A decision‐making task involving static or animated road situations was performed by 21 deaf and 24 hearing participants. They were confronted with four types of driving situations (overtaking, negotiating roundabouts, highways, and intersections) and had to decide whether or not to proceed. Participants were presented with two different formats (static vs. animated) and two levels of difficulty (simple vs. complex). Intervention and peace*

Abstract Intervention often does not lead to peace, but rather to prolonged conflict. Indeed, we document that it is an important source of prolonged conflicts. We introduce a theoretical model of the balance of power to explain why this should be the case and to analyse how peace can be achieved: either a hot peace between hostile neighbours or the peace of the strong dominating the weak. Non-intervention generally leads to peace after defeat of the weak. Hot peace can be achieved with sufficiently strong outside intervention. The latter is thus optimal if the goal of policy is to prevent the strong from dominating the weak.

Presumption of Innocence and Deterrence

This paper deals with the presumption of innocence and the law enforcer's incentives to exert investigative effort. Our main result is that, even if the presumption of guilt maximizes deterrence for a given effort by the law enforcer, divergent objectives between the law enforcer (who maximizes the probability of a conviction weighted by the magnitude of the sanction and the type of the citizen) and the public decision-maker (who minimizes social costs) may lead the latter to prefer the presumption of innocence. Ever since 1879, when Josef Hyrtl first formulated his thesis that the names of the cephalic and basilic veins, as applied to the arm veins, were of Arab origin, a dis­cussion began between philologists and historians of medicine as the former defen­ded the Greek source of such denominations whilst the latter shared the view of the Viennese anatomist. The author, after making a critical review of the -relevant works published hit­herto, unearthes a text drawn from a Persian manuscript dating back to the 15th century that, in his view, confirms the rigthness of the Viennese anatomist's thesis.

Splittings of Toric Ideals

Let $I \subseteq R = \mathbb{K}[x_1,\ldots,x_n]$ be a toric ideal, i.e., a binomial prime ideal. We investigate when the ideal $I$ can be "split" into the sum of two smaller toric ideals. For a general toric ideal $I$, we give a sufficient condition for this splitting in terms of the integer matrix that defines $I$. When $I = I_G$ is the toric ideal of a finite simple graph $G$, we give additional splittings of $I_G$ related to subgraphs of $G$. When there exists a splitting $I = I_1+I_2$ of the toric ideal, we show that in some cases we can describe the (multi-)graded Betti numbers of $I$ in terms of the (multi-)graded Betti numbers of $I_1$ and $I_2$.
