A Comparative Study on the Implementation of the Free Movement Directive: Transposition, Application and Enforcement in Belgium, Italy and the UK Com…
The Free Movement Directive is the key EU legal instrument that regulates the free movement of persons within the thirty-one countries that make up the European Economic Area. Implementation of Directive 2004/38 by the Member States has been far from satisfactory and the Commission has deplored the fact that not a single Member State had been able to implement the Directive correctly. The enforcement action that the Commission has so far taken does not appear to have necessarily been linked to how well transposition complies with the Directive in individual Member States. In other words, the way in which the Directive has been written into national law does not seem to be the only factor th…
Life Cycle Energy and Environmental Assessment of the Thermal Insulation Improvement in Residential Buildings
2021
The refurbishment of the building stock is a key strategy towards the achievement of the climate and energy goals of the European Union. This study aims at evaluating the energy and environmental impacts associated with retrofitting a residential apartment to improve its vertical envelope thermal insulation. Two insulation materials, stone wool and cellulose fibers, are compared. The life cycle assessment methodology is applied assuming 1 m2 of retrofitted vertical envelope as functional unit. Moreover, to estimate the net energy and environmental benefits achievable in the retrofitted scenario compared with the non-retrofitted one, a second analysis is performed in which the system boundar…
Researches on the Advantages for the Environment of Using Bio-Fuels to Vehicles
2011
The paper presents researches on the possibilities and advantages for the environment of using bio-fuels , especially bio-ethanol and bio-gas. The international context is favorable to using bio-fuels, considering that a direction of European Union establishes that in 2020, 20% of the energy consumption of Romania must be provided by rechargeable energy. One source for producing bio-fuels, not so much used until now is sugar beet. Sugar beet wastes are estimated as 1.22 times sugar production, since the total dry matter of processing wastes and field wastes exceed the weight of sugar in the ratio of 55:45. The novelty of the present paper approach is the fact that sugar beet is less used fo…
New techs, new threats: sfide e opportunità della rivoluzione blockchain
2021
Considering the current diffusion of blockchain technology in the most different fields, ranging from public governance to economics, from contractual applications to health, the contribution addresses the issue of the legal regulation of this new technology, precisely because of its vast applications. From the comparison between the European model and the American one, the approach of the European legislator ‒ despite the delay with which the institutions have addressed the issue, seems to show, as already happened in other areas, a more 'social oriented' perspective and based on a sort of 'democratization' of data compared to the American approach, more ‘business oriented’, where the scho…
Właściwości negocjacji w Unii Europejskiej: wybrane aspekty teoretyczne
2015
The focus of the paper is the selected, most significant theoretical aspects of negotiations conduct…
In-situ measurements of hemp-lime insulation materials for energy efficiency improvement
2018
Abstract Reduction of the CO2 emissions in the atmosphere is one of the goals set forth by the European Union, hence various directives have been adopted, such as the European directive 2012/27/EU on energy efficiency, i.e. ensuring from 2019 the construction of the near-zero energy buildings (nZEB). The construction segment plays a very important part in solving the current global problem of the greenhouse gas emissions and related processes of global warming, because in certain countries (i.e. in Latvia) it represents more than a half of the total energy consumption. Hence the necessity to elaborate means on how to boost the energy efficiency of the buildings meanwhile not rising pressure…
Farmland abandonment in Europe: Identification of drivers and indicators, and development of a composite indicator of risk
2015
Accounting for more than half of the European Union's (EU) territory, agriculture ensures food production, manages important natural resources and supports socio-economic development of rural areas. Moreover, it is estimated that 50% of all plant and animal species (including some of that are listed in the EU Habitat Directive) depend on agricultural practices. The continuation of appropriate agricultural land management is essential to ensure these primary functions. Avoidance of farmland abandonment is therefore an important rationale for the EU's Common Agricultural Policy which requires improved knowledge of this phenomenon at the European level. This study assesses the risk of farmland…
Do Firms Share the Same Functional Form of Their Growth Rate Distribution? A New Statistical Test
2011
We propose a hypothesis testing procedure to investigate whether the same growth rate distribution is shared by all the firms in a balanced panel or, more generally, whether they share the same functional form for this distribution, without necessarily sharing the same parameters. We apply the test to panels of US and European Union publicly quoted manufacturing firms, both at the sectoral and at the subsectoral NAICS levels. We consider the following null hypotheses about the growth rate distribution of the individual firms: i) an unknown shape common to all firms, with all the firms sharing also the same parameters, or with the firm variance related to its firm size through a scaling rela…
INNOVATION AS A KEY FACTOR IN THE INTERNATIONAL COMPETITIVENESS OF THE EUROPEAN UNION
2013
There is international scientific consensus that economic progress will be driven by innovation, namely the invention and application of new technologies. Research and Development (R&D) is one category of spending that develops and drives these new technologies. From the perspective of competiveness, private sector firms are prone to focus their R&D on “applied” projects and many government-sponsored technological advances have been instrumental in driving economic growth and rising living standards. According to the published literature, it is expected that countries engaging in R&D activities have a comparative advantage in export of products, and countries with the “largest” R&D expendit…
Intelligent transport systems harmonisation assessment: use case of some Spanish intelligent transport systems services
2013
From the 1980s, new telematic technologies have meant a great evolution in several areas. In the transportation domain, their use has implied the development and implementation of several intelligent transport systems (ITS). However, these deployments were done in an isolated way. Traffic managers, public and private organisations, stakeholders and others have implemented ITS without much perspective, that is, without providing ITS as services for end users. In the last few years, several European Union (EU) funded projects have been dealing with the development of harmonised ITS services. For example, the EasyWay Project is involving most of the European countries (EU member states and oth…
