The essay is dedicated to the particular meaning that the vulnerability-resilience nexus has assumed in development cooperation policies, to observe how neoliberal governmentality regulates lives on the global scene today, its implications in terms of subjectivation, and the forms of life it validates and those that disqualify. Particular attention is paid to the neoliberal turn of the concepts of vulnerability and resilience, to the securitization processes, and precariousness of the lives generated by the abandonment practices in terms of lack of social protection and political recognition.

The ecological question can be assumed as one of the discourses where the systemic mutation between the juridical-political subject of liberalism, and the subject of interest of neoliberalism have matured. Starting with the transformations of the security sphere, and the shift of Sovereign/Governmentality nexus, I analyze human security and human resilience paradigms, highlighting the contiguity between ecological and political lexicon. I deal with concepts of risk, agency, and scarcity and, in conclusion, I propose a reading of Arendt’s dimension of dwelling.
