On Sustainable Management in Local Governance of Water: a Prospective Localized Study

In the face of the changes in the planet's natural resources and of their unequal distribution, it is becoming more urgent that contemporary societies oversee environmental assets in a global manner. Although international directives, when they are transposed into national laws, may set specific objectives, meeting them at the local level is as yet an uneven enterprise. Nevertheless we hope to demonstrate, using a case-study involving local tensions over water resources, that public management of the crisis may be developed that effectively involves the civic society, by using the incentives and enforcement tools of central government and of local institutions.

Gestions de l'eau et du développement urbain dans l'espace dijonnais :quels modes d'intégration territoriale ?

Urban growth, jointed to technical networks, contributes to human pressure on water resources. In the meantime, the water French policy put management of urban development in accordance with catchments and hydrologic dynamics; that makes districts and intermunicipal groupings adopt new areas and action systems. The urban area of Dijon is located in three catchments and above a wide groundwater. This case shows urban water management gives greater place to precariousness and common character of water resources, even if institutional responses mainly concern town planning regulation.

Constitués en fonction de la localisation de la ressource et des sites de consommation, les réseaux techniques de l'eau subissent de fortes contraintes géo-économiques, et présentent une forte dimension locale. Cette architecture spatiale, loin d'être figée, subit de fortes reconfigurations liées aux changements d'échelle qui caractérisent les dynamiques générales de l'urbanisation. Il s'agit alors d'appréhender, à partir du cas de l'agglomération et de l'aire urbaine dijonnaises la manière dont l'organisation des réseaux d'eau jusqu'alors fragmentée et dépendante des options techniques d'origine prend en compte de tels changements d'échelle, les freine, les accompagne, voire les accentue. …
