Despite 2005, the notion of fragile states was adopted as an operational concept by most of donors. Nearly ten years after, the increasingly intense debates surrounding the post-2015 global education agenda underlines that the issue about fragile states is unresolved. If access to education can be considered as a "public good", the allocation of international aid is justified, since the early 2000s, for its effectiveness. The effects of armed conflict on schooling in Sub-Saharan Africa

In the past decades, most of the countries in sub-Saharan Africa have been affected by armed conflicts. By means of a time-series cross-sectional (TSCS) database, we attempt to measure the impact of war on a sample of 43 countries in Africa from 1950 to 2010. These conflicts, and especially civil wars, are shown to have a strong negative effect on the educational performances of the countries studied. The rate of children not attending school, as well as secondary school enrollment rates, seems particularly sensitive to periods of conflict. Official Development Assistance in fragile states: an unresolved issue - Focus on education

Since the mid 2000s, the theme of "fragile states" became a structuring axis of development policies of most donors. Insofar as investment in education is perceived as a necessary, if not sufficient, to vanquish poverty, the option to stimulate and accelerate the development of education constitutes an opportunity for the international community. Even if it means that the latter also has to exercise some forms of interference. The effectiveness of aid on education in fragile states

Universal primary education (UPE) is one of the main aims of Official Development Aid (ODA). In the last years, the issues of aid effectiveness were widely discussed in the literature. Little empirical evidence of its effectiveness exists, particularly for fragile states.
