Masteroppgave i psykisk helsearbeid- Universitetet i Agder 2010 In 1998 the Norwegian Ministry of Health and Care Services initiated a national plan to increase the effort of public work on psychiatric health (Opptrappingsplanen for psykisk helse). The plan was to continue throughout 2006, but was prolonged throughout 2008. The goal of the plan was to promote independence and the ability to master own lives. An important thematic field within this goal was the perspective of the service user, and respectful and reciprocal co-operation (Proposition to the Storting no.63 (1997-1998)).
