ASPECTS REGARDING FISCAL HARMONIZATION IN EUROPEAN UNION

Specific issues of public finance in general and taxation in particular have been always considered an essential attribute of a national state sovereignty. In the modern times, taxation due to its complexity and the vast area of regulation has an influence on national economy but also influences other states due to the international treaties. In the European Union, each Member State has the responsibility to promote and implement fiscal policies. The State then delegates some of its competences to the local authorities, based on the existing administrative system. In future European Union priorities will be different, the concept of tax harmonization will be accepted, sometimes up to the idea of uniformity, but the main objective will be to ensure that fiscal policies developed by a Member State will not influence negatively other states, and to provide full and real sovereignty for all EU citizens.
