The aim of the article is to identify the degree of cohesion of goals and needs of functional areas development with targets defined in the development of communes and a region. The functional areas: urban and sub-regional of Opole Province make the case study here. The study was conducted on the basis of documents which deal with planning and programming of the development of regional, local, as well as functional areas. As a result of the study, it was established that: the degree of adjustment of the targets defined in the development of functional areas is higher with reference to goals of the regional rather than local development. This results from greater possibilities of financing them through external means than those assigned for the needs of local development. Regarding the aspect of spatial planning, the main barrier to achieving cohesion of the spatial structure is a different range of functional areas determined for the needs of regional planning and areas formed as organizational units.
