It is suggested that the European integration of core state powers necessitates the supply of independent and integrated bureaucratic capacities at a ‘European level’. The rise of a genuinely European public administration is conceived of as executive centre formation. The paper suggests that the integration of public administration may be explained by organizational capacity building by stealth.
