Th e Opolskie Voivodeship is the smallest Polish region in terms of territory and population. Its national diversity, which is also mentioned in regional development documents, is defi ned as one of its greatest assets. In fact, the Opolskie Voivodeship is the home of the largest and best organized national minority in Poland – the German minority. Th e socio-political and cultural activity of the community is a popular subject of scientifi c analysis. On the basis of the activity and participation of this group in Polish public life, both nationwide and regionally, it is possible to study how Polish society (also at the regional level) and state power structures implement the democratic principle of positive discrimination in relation to national and ethnic minorities. Th e year 2020 marks the 15th anniversary of the Act of the 6th January 2005 on National and Ethnic Minorities and on the Regional Languages coming into force. It seems to be a good moment to assess the implementation of the minority law on the example of the German minority in the Opolskie Voivodeship. It is also an opportunity to assess the condition of the community on the eve of the National Census, which will take place in 2021.
