This article concerns the aims and justifi cations of the Finnish forest policy in the light of sustainable development, which has cut through the whole spectrum of politics. The authors clarify the aims and justifi cations by analysing the National Forest Programme and forest legislation in order to fi nd out, what exactly are the present challenges and norms arising from sustainable development for forest policy. Authors start by defi ning the two levels of sustainable development, which are the different dimensions - the economic, the social and the environmental - of sustainable development and the broad meaning of the concept pulling together these different dimensions of well-being. After that, authors describe Finnish forest policy and steering instruments used in present forest policy, concentrating on forest legislation and forest programmes. Finally they evaluate, how legislation and National Forest Programme have succeeded in putting the aims of sustainable development and secondly, what are the problems hampering the implementation of sustainability. peerReviewed
