Young people and systems of training and employment : the french experience

International audience; In March 1982 a french government ruling brought into being a campaign to help the social and professional integration of young people who where leaving the educational system without qualifications. The ruling declared in its first clause that : 'Vocational training and social integration of young men and women aged sixteen to eighteen constitutes a national obligation'. The initiative was to concern the State, local communities, professional bodies,trades unions, family businesses and companies. Thus a far-reaching publicity campaign was launched with 'A trade to success' as its theme. The campaign aimed to make all more aware - including young people and their families.This new initiative is not unique, however. The various other special measures which have proceded it need to he examined before one tackles itscontents and reflects on its first year of operation.The consideration of French strategy to encourage the employment of young people must be seen juxtaposed with the situation of these peoplewithin the job market. This will be our preliminary concern, to which the first part of this work is dedicated, the second part deals with the measures effected and a critical analysis of them.
