the discourse on good governance is overvvhelmingly dominated by countrywide approach, while botli a methodological and axiological concerns point to the nced for a stronger concentration on local governance. 'i hus, the purpose of this paper is an application of a concept of good governance to the local level of the Polish commune. Firstly, the main sources of good governance concept are presented, including its cmcial. dimcnsions being a normalive point of reference for evaluating whether the governancc is good 01* bad. Secondly, by analyzing the collection of data about variety of tools dcsigncd to measurc ąuality of local governance worldwide, the author picks one of the local governance dimensions in ordct* to apply i t to the Polish commune. rIhis dimension, which is eąuality, is furthcr elaborated in methodological tcrms. The elaboration is aimed at proposing and depicting five different indicators of eąuality as a dimension of the quality of communal governance. Each of the proposed indicators are discussed by focusing on their strengths and weaknesses, an accessible sources of data covermg them and the basie rules of ąuantificalion. The concluding section of the artide summarizes sonie basie problems with measurement of the ąuality of governance in the Polish communes.
