The paper deals with the “No Child Left Behind” legislation signed into law by President Bush in January 2002. Its paradoxical status lies in the national standards it creates in a field which is traditionally a part of States' powers. The paper highlights the peculiarities of the law and then moves on to a broader assessment of the Republican “neofederal” commitment. The conclusion emphasizes the Republican will to turn States into key policy-makers by placing them in a position to face up to their fiscal decisions.
