AbstractThe purpose of this study is to show, how the evaluation process worked, when evaluation method was the multiple constituency evaluation procedure. The research material was Finnish state government’s platform during the years 1995-2003 and also government’s sport policy impacts to Sport Policy in European Union. The goal and objective of modern evaluation research in Sport Policy is to chart, or even call into question, societal functions and programmes. Policy-analytical evaluation research has in Sport Policy been characterised as being too goal oriented, which causes problems when adapting set goals into concrete assessment criteria, especially in the evaluation of public activity. The goals and objectives might also have conflicts that are not sufficiently considered for ex. between competitive and conditioning health-sport.
