It is very important to envestigate tbe theoretical foundations of the local govcmment before the research of its functioning. They provide the most completc ccweruge of philosophical and poiitical aspects of the phenomenon of local democracy. The scienlifrc potential of self-governing idcas discloscd in the aggregate theoretical structures, basie concepts and categories. In the concepts the common elements of the models of local govemment in their dynamics are refiectcd. Ali concepts of local government start from trying to solve the problem: Does the community have a separate, distinct from state power, whether it is independent from the state public corporation or firm incorporated in the State body and perform only the runctiuns of the state. The definition of local government in political science largely determined by the chosen state model of local government, which is based on practical experience and research. A number of major (generał)modcls of local goveminent are formed and operated in the world: Ariglo-Saxon - according to which local govemment operates independently and dircct subordination to the public authorities is absent; Euuropean Continental - is based on a combination of stale government at the local level and local self-governance, Iberian - close to the Continental, where local governance is carried out by electcd public representative bodies approvcd by tlie public authorities. mixed - that combines features of Anglo-Saxon and Continental models. According to tltese models the local government is involved iri their implementation. Bach model is based on a particular theory o f local govemment or the set of theories.
