In the field of sociosanitary planning, procedures have often, been fragmentary and disorganized, and the instruments of analysis and forecasting rudimentary. The utilization of models offering those who have to take the decisions an organized approach to the problem therefore represents an obligatory attempt, although there is some disagreement over the utility of their use. Accordingly, in order to understand and describe the mechanisms of the complex set of interacting elements that make up the sociosanitary services, and also to identify opportune means of intervention, this work gives an account of some general principles that make it possible to face problems of organization and control by utilizing the instruments and methodologies typical of multilevel systems theory. In conclusion the problem of ‘ health organization ’ is dealt with using a large-scale linear programme, and a detailed study of the health ambient is carried out.
