The aim of the article is to argue for the usefulness of public diplomacy and legitimacy of its application as a complementary tool for traditional diplomacy in the area of conflict resolution. Public diplomacy, due to its specificity, is part of changes in internationał relations and thus promotes approaches and offers tools that seem to be functional in various types and at different stages of internationał conflicts. The article consists of several parts. In the first part, subjective and objective changes in contemporary internationał relations are introduced. Their diagnosis makes it possible to deem public diplomacy legitimate in the context of conflict resolution. The second part describes changes that have occurred in the naturę of internationał conflict. In the third part, public diplomacy is subject to reflection, both in the sense of a generał defmition and a narrower perspective of the validity of its application and usefulness in the area of conflict resolution. The last parts present two dimensions of public diplomacy in the context of conflict resolution, distinguished on the basis of the involvement of governmental and non-governmental actors in conflict resolution as well as their usefulness in consecutive phases of the conflict.
