The ratio of the standard deviation of the rapidity distribution of charged particles to that expected from Landau hydrodynamics versus versus $\sqrt{s}$/nucleon-pair. The standard deviation for data for all charged particles is derived from the $\rm dN_{ch}/d\eta$ distributions measured at various energies and converted to $\rm dN_{ch}/dy$ in a consistent manner. The data from the BRAHMS and PHOBOS experiments derived by the present authors from these experiments $dN/d\eta$ distributions.
