ICT Barriers and Critical Success Factors in Developing Countries

2013

Since the early 1990s, Information and Communication Technology (ICT) has been perceived as a catalyst for development. However, the UNICEF State of the World’s Children Report 2011 acknowledges that the poor in many developing countries remain largely excluded from ICT and its benefits. This paper aims to address three issues. Firstly, identify ICT barriers in the literature from 2000 to 2011. Secondly, identify ICT barriers through empirical findings and thirdly, categorize these barriers into critical success factors. These aims are achieved by comparing the findings in the literature to our recent empirical results. Two methodologies are used in this study, namely, a systematic literatu…

Drone arc routing problems

2018

[EN] In this article, we present some drone arc routing problems (Drone ARPs) and study their relation with well-known postman ARPs. Applications for Drone ARPs include traffic monitoring by flying over roadways, infrastructure inspection such as by flying along power transmission lines, pipelines or fences, and surveillance along linear features such as coastlines or territorial borders. Unlike the postmen in traditional ARPs, drones can travel directly between any two points in the plane without following the edges of the network. As a consequence, a drone route may service only part of an edge, with multiple routes being used to cover the entire edge. Thus the Drone ARPs are continuous o…

Micro and Macro Resilience Measures of an Economic Crisis

2020

Using Italian Households Budget Survey data over the period 1997-2013, a Cragg model in a life-cycle context is specified to compare the consumption behaviour in the pre- and post-crisis time and develop different micro and macro measures of resilience against crisis shocks. Cohort profiles for participation in and for consumption of tourism services in the pre- and post-crisis time are determined so as to explore the households’ resilience by generations. Next, the households’ resilience according to socio-demographic characteristics is addressed. As for the macro-resilience, combining individual expenditure elasticity, we examine whether and how Italian regions have responded to the recen…

Traffic Flow Variables Estimation: An Automated Procedure Based on Moving Observer Method. Potential Application for Autonomous Vehicles

2019

Abstract The estimation of traffic flow variables (flow, space mean speed and density) plays a fundamental role in highways planning and designing, as well as in traffic control strategies. Moving Observer Method (MOM) allows traffic surveys in a road, or in a road network. This paper proposes a novel automated procedure, called MOM-AP based on Moving Observer Method and Digital Image Processing (DIP) Technique able to automatically detect (without human observers) and calculate flow q, space mean speed vs and density k in case of stationary and homogeneous traffic conditions. In order to evaluate how reliable is the MOM-AP, an experiment has been carried out in a segment of one two-lane si…

Would New Zealand adolescents cycle to school more if allowed to cycle without a helmet?

2018

Abstract Introduction The effectiveness of bicycle helmet use in preventing head injuries has been well documented. Mandatory helmet-use legislation is present in multiple countries including New Zealand. However, studies examining the correlates of adolescents' perception that they would cycle to school more often if helmet legislation was repealed are scant. This study examined these correlates in a sample of New Zealand adolescents. Methods Adolescents (n = 774; age: 13–18 years) from all 12 secondary schools in Dunedin, New Zealand, completed an online questionnaire about their cycling to school and cycling in general behaviours and perceptions and opinions about bicycle helmet use as a…

Bizet, Bach und Beyoncé. Hochkulturelle Musik in grenzüberschreitenden Geschmackskombinationen

2017

A One Health perspective on the issue of the antibiotic resistance

2020

For a few years now, the One Health concept has appeared to go hand in hand with the issue of antibiotic resistance as the most comprehensive and global solution. As part of a study comparing the publicization process of the links between antibiotic resistance and food in France and in the United States, this paper retraces the One Health concept's trajectory in terms of significations and (re)definitions, according to the actors adopting this approach as a viable solution. Furthermore, this paper questions the concept's take over impact in antibiotic resistance reframing as well as its expansion in terms of functioning and applicability. Within social sciences research, interest in the iss…

Mass data gathering and surveillance: the fight against facial recognition technology in the globalized world

2020

The growing use of facial recognition technologies has put them under the regulatory spotlight all around the world. The EU considers to regulate facial regulation technologies as a part of initiative of creating ethical and legal framework for trustworthy artificial intelligence. These technologies are attracting attention of the EU data protection authorities, e.g. in Sweden and the UK. In May, San Francisco was the first city in the US to ban police and other government agencies from using facial recognition technology, soon followed by other US cities. The paper aims to analyze the impact of facial recognition technology on the fundamental rights and values as well as the development of…
