The Beginning and End of Parental Responsibility — Finnish Parents’ Views
2012
INTRODUCTIONParental responsibility is a topic much discussed in present-day society. In these discussions the concept of parental responsibility appears self-explanatory, and it is often seen as the common denominator in dealing with child behaviour and educational issues, particularly in problem-centred discussions. Generally, responsibility seems to be one of the key concepts in policy-making and public debate about the lives of children and parents (Such & Walker, 2004).A theoretical model of present-day life that deals with parenting but also relates to parental responsibility is the theory of individualization (Giddens 1991, 1992). Individualization is a term used by Beck and Beck-Ger…
Risk management optimization for sovereign debt restructuring
2015
Debt restructuring is one of the policy tools available for resolving sovereign debt crises and, while unorthodox, it is not uncommon. We propose a scenario analysis for debt sustainability and integrate it with scenario optimization for risk management in restructuring sovereign debt. The scenario dynamics of debt-to-GDP ratio are used to define a tail risk measure, termed "conditional Debt-at-Risk". A multi-period stochastic programming model minimizes the expected cost of debt financing subject to risk limits. It provides an operational model to handle significant aspects of debt restructuring: it collects all debt issues in a common framework, and can include contingent claims, multiple…
Disentangling the sources of sovereign rating adjustments: An examination of changes in rating policies following the GFC
2022
Abstract This paper disentangles and quantifies the sources of sovereign rating adjustments issued by the main rating agencies (Fitch, Standard and Poor's and Moody's) because of the global financial and European sovereign debt crises. We use a methodology (Rating Adjustment Decomposition) that allows us to decompose and quantify the portion of the rating adjustments motivated by changes in economic, financial and institutional quality factors (Δeconomic situation) and by changes in CRAs’ rating policies (Δrating policy). A third component (misprediction) is considered as the measure relies on a set of prediction exercises. Using 3,581 sovereign ratings from 104 (developed and developing) c…
Cross-border capital flows and information spillovers across the equity and currency markets in emerging economies
2021
This paper presents a novel perspective on the interaction between equity and currency markets in emerging market economies (EMEs) by (i) examining the nonlinear effects of capital flows on return spillovers between the stock and currency markets in a sample of twelve EMEs via the causality-in-quantiles approach of Balcilar et al., (2016), and (ii) providing a comparative analysis of the influence of debt versus equity flows over the spillover patterns. We show that the causal effects of international debt and equity flows on return spillovers across the equity and FX markets are largely concentrated at lower quantiles, suggesting that the arrival of information via capital flows tends to e…
Subordinated debt in banking: a regulatory perspective
2018
The banking industry during the 1980s was characterised by the rapid spread of products and services innovations. A vast growth in this area belongs to subordinated debt. Among the instruments created for the banks' need of self-financing, subordinated debts are identified as a particular category: people who are granted a subordinated debt mainly assume the risk of the issuer's insolvency accepting to place themselves in an intermediate position between the owners and all the other creditors. Purpose of this study is to analyse the framework of this particular class of debt. Subordinated debts tend to be the first shock absorber able to incorporate the losses and tend to be very volatile w…
CREATION OF INNOVATIVE APPROACH FOR STUDY OF THE NATIONAL FISCAL SPACE
2017
The choice and topicality of the theme is substantiated by the fact that a sustainable development of a country is affected by the policy implemented by the government. One of its main parts is the fiscal or budget policy which means the formation of the necessary funds of the revenues and expenditures to ensure the functioning of the government. Accordingly, the concept of fiscal space has been activated which is closely connected with the implementation of the instruments of fiscal policy (taxes, government expenditures, government debt). The aim of the research is to create an innovative approach to the investigation of the creation of the state fiscal space applying the simulation metho…

Latest Cretaceous storm-generated sea grass accumulations in the Maastrichtian type area, the Netherlands – preliminary observations
2019
Abstract Ever since the first description of fossil material during the mid-nineteenth century, sea grass has been shown to be quite commonly preserved in ‘pockets’ or ‘clumps’ at certain levels within the Gulpen, Maastricht and Kunrade formations in southern Limburg (the Netherlands) and contiguous areas in northeast Belgium. In those places where silicification occurred during early diagenesis, even completely silicified and three-dimensionally preserved stems and roots can be found, mostly of Thalassocharis bosquetii, in association with fully marine molluscs such as dentaliid scaphopods and a range of larger foraminifera, bivalves, gastropods and ammonites. Such occurrences are best kno…
