Deliberative democracy and the European Convention on Human Rights Theories of deliberative democracy have rapidly become very popular amongst political scientists. The central argument of these theories is that democratic legitimacy of lawmaking does not lie (or does not only lie) in the elected character of Parliaments but in public delib- eration processes. El artículo plantea algunas condiciones que permitan superar las dos posiciones en las que parece alternativamente preso el debate actual sobre la inmigración: la visión instrumental, torpemente pragmática, y la «humanitaria», anclada en la conmiseración o la piedad. Swarming : An Investigation Practice Supporting a Bottom-up Ecological Transition

Dans cet article, nous rendons compte des pratiques d’essaimage d’initiatives locales de transition portées par des collectifs citoyens et associatifs en région Bourgogne Franche-Comté. L’essaimage, défini comme une façon d’enquêter pour agir, caractérise un « activisme environnemental du faire » qui se structure de manière réticulaire et translocale. Ces multiples initiatives qui font des gestes du quotidien un levier de transformation écologique s’activent avec ou sans les institutions territoriales. Celles-ci, indépendamment de l’écho qu’elles renvoient à ces expérimentations, sont interpellées dans leur manière de concevoir l’action publique sous contrainte écologique forte.
