Territorial determinants and NUTS-3 regional performance: a spatial analysis for Italy across the crisis
2018
This paper analyses the differential impact of several territorial determinants of the economic performance of Italian provinces (NUTS 3 level). as measured by per capita GDP, export and employment growth from 1999 to 2014. It covers both the pre‐crisis and the crisis period and stresses the role of geographical proximity in shaping local performance over a wide set of explanatory variables. In order to do so, we employ, firstly, a spatial Durbin model which enables us to discriminate between direct and indirect effects and to highlight the possible contagion or crowding‐out spatial effects for each territorial dimension affecting growth. Then, we extend the analysis by allowing for the pos…

Screening of Foreign Direct Investment and the States’ Security Interests in Light of the OECD, UNCTAD and Other International Guidelines
2021
AbstractThis chapter analyses the concept of the “national security interest”, which is widely recognised as allowing a state to determine which areas of its economy are restricted or prohibited to foreign investors. This chapter seeks to identify what constitutes a threat for a state and how that threat is managed both domestically and internationally. Despite the recognition of a state’s right to take measures it considers essential to its security, there are limits. The rules established by the Organisation for Economic Co-operation and Development (OECD) and the United Nations Conference on Trade and Development (UNCTAD) and other international instruments are non-binding but can serve …

La délimitation de la citoyenneté en Côte-d'Or, d'après le droit électoral de la IIe République
1997
One of the essential elements of citizenship lies in participating in politics. Il is particulary through the right to vote that man will be fully integrated into society and take part in the decisions concerning the running of the government. Adopting universal suffrage is giving an important power to men. Thus, certain rulers have tried to channel the vote by excluding citizens liable to be detrimental to them. The law of May 31, 1850 meant to eliminate the « vile multitude », according to the expression used by Thiers. Formulations and exact algorithms for the distance-constrained generalized directed rural postman problem
2017
[EN] The generalized directed rural postman problem is an arc routing problem with many interesting real-life applications, such as routing for meter reading. In this application, a vehicle with a receiver travels through a series of neighborhoods. If the vehicle gets closer than a certain distance to a meter, the receiver is able to record the gas, water, or electricity consumption. Therefore, the vehicle does not need to traverse every street, but only a few, to get close enough to each meter. We study an extension of this problem in which a fleet of vehicles is available. Given the characteristics of the mentioned application, the vehicles have no capacities but there is a maximum distan…
