Neutral experts or passionate participants? Renegotiating expertise and the right to act in Finnish participatory social policy

This article examines a case of participatory social policy in which former beneficiaries were invited as ‘experts-by-experience’ into Finnish social welfare organisations. It combines a governmentality perspective with the analytical tools of the sociology of engagements to explore as what the projects’ participants are engaged, and how the differing demands made on their ways of being are made to appear as legitimate. The article shows how different definitions of expertise are used to steer the participants’ forms of engagement, and how these definitions appear valid only within a specific frame of justifying civic participation. Abstract The COVID-19 pandemic brought many changes to social behaviours in Europe. One of its major consequences was the temporary closure of borders, which was introduced as a measure to prevent the uncontrolled pandemic spreading and involved internal Schengen borders. This has had a major impact in the way in which cross-border cooperation has been conducted in Europe, including the Czech-Polish borderland, as it dramatically restrained all flows across borders. How Does Dialogue Really Take Place in a Democratic Transition?

Our aim in this paper is to examine and critically reflect the nature of the dialogic processes in the case of a national dialogue in a project of democracy construction. The case deals with development of a new democratic constitution subsequent to Tunisia's Arab Spring revolution of 2011, a process experienced and documented by the first author. We explore how dialogue did and did not take place in the constitutional process. Theoretical interest lies in the preconditions for dialogue, the fundamentals and functions of dialogue, and the questions of power and power asymmetries especially from the deliberative and emancipative perspectives. peerReviewed

Since its invention in the fifties, cultural policy has been the subject of analysis and reflection by the social sciences. Initially, social sciences adopted a critical point of view on the objectives and instruments of public action in the cultural sphere. The article analyses the relationship between citizens’ trust in local government institutions and participation in local governance. The research results have revealed that citizens’ trust in local government is still low and participation lacks activeness. Civic participation is more active than political participation.
