Balancing Roles of Representation in the European Commission

Representation is one essential dimension of executive governance. This article has a dual ambition: The first is to outline an institutional perspective on representation that may explore and explain the everyday balancing act of representation among government officials. The second ambition is to empirically illuminate dynamics of representation among crucial test-bed inside the European Commission, that of temporary officials. Temporary Commission officials offer a valuable laboratory for exploring the fine balancing act of representation. The objective of this paper is to diagnose the current state of irrigation in Spain in order to support government decision makers to improve the design and application of their plans for action. Prudential Supervisorss Independence and Income Smoothing in European Banks

We investigate the role of prudential supervisors’ independence in affecting income smoothing behavior in European banks. Powerful national supervisors are predicted to influence the accounting practices of their supervised entities, shaping the properties of the accounting numbers they prepare. In particular, we study whether greater independence of powerful supervisors from the government and from the industry is associated with lower income smoothing. We use the mandatory adoption of a single set of accounting standards in Europe as a shock to the influence of prudential supervisors over national banks’ accounting practice. As cities grow and expand, governance networks advocated by the “new regionalism” have become increasingly important for policy making in metropolitan areas. This article examines media reporting about governance networks and the effect this reporting has on democratic accountability and legitimacy. We use data from a standardized content analysis of newspaper coverage about metropolitan policy making in four European metropolitan areas (Zurich, Berlin, Paris, and London), as well as survey data on citizens’ attitudes.
