The Robustness of National Agency Governance in Integrated Administrative Systems: Evidence from a large-scale study

2020

This article examines government agencies facing choice architectures that are multiple, overlapping, ambiguous, and sometimes incompatible—in short: turbulent. It makes two contributions: First, two conceptual images of agency governance are outlined that derive distinct predictions on how agencies are likely to maneuver when embedded in integrated multilevel administrative orders. Secondly, benefitting from a large‐N dataset on agency officials (N = 1,963) from 47 government agencies, the study suggests that government agencies are primarily biased towards a pragmatist compound dynamic. Additionally, the analysis probes the robustness of these conceptual images by entering moderator varia…

Political Leadership and Bureaucratic Autonomy: Effects of Agencification

2009

Submitted version of an article published in the journal: Governance Published version available from Wiley-Blackwell: http://dx.doi.org/10.1111/j.1468-0491.2009.01458.x Previous studies have shown that agencification tends to reduce political control within a government portfolio. However, doubts have been raised as regards the robustness of these findings. In this article we document that agency officials pay significantly less attention to signals from executive politicians than their counterparts within ministerial (cabinet-level) departments. This finding holds when we control for variation in tasks, the political salience of issue areas and officials’ rank. Simultaneously we observe t…

Moving Away from Patronage: A Feedback Approach

2022

Patronage appointments in government are a continuing issue in many administrative systems. Especially for countries in Latin America and Africa patronage is considered a major impediment to developing more effective administrative systems. A great deal has been written describing patronage and discussing the causes for patronage, but much less research has addressed the dynamics of moving away from patronage to more merit-based systems. This paper reviews the patronage literature and then develops a dynamic feedback model for movement away from patronage. The model links the quality of the services provided by the government, the nature of the political party system, and levels of trust t…

Abstract We contribute to the research on internationalization of state-owned enterprises (SOEs) by studying the coevolution of state governance of SOEs and SOEs’ evaluation of international venture opportunities during a shift in dominant institutional logic from state to market logic. Using a novel digital historical method to study Telecom Finland, we argue that as state governance mechanisms change due to a logic shift, rationales underlying SOEs’ internationalization can significantly change and impact SOEs’ geographical and partner preferences. However, a logic shift also affords SOEs significant influence over the formation of new state governance policies under the new dominant logi…

The choice of master international franchising – A modified transaction cost model

2022

Abstract This study develops and tests a novel transaction cost model of master international franchising. Based on data from international franchise firms headquartered in six countries, we show that master international franchising is the franchisor’s preferred governance mode under the following conditions: large bilateral franchisor’s and franchisees’ transaction-specific investments, high institutional uncertainty and high behavioral uncertainty. Our model extends the literature by presenting a modified transaction cost model of master international franchising that investigates the bonding effect of bilateral transaction-specific investments and environmental uncertainty as determinan…

Leading companies worldwide are increasingly concerned about stakeholders’ needs. They include sustainability initiatives regarding the environment and the community in their business strategy and adopt a new way of communication with stakeholders, that is, the Integrated Report (IR). Democracy and Governance in Public Services: The Case of Residential Care in Lithuania

2016
