The Robustness of National Agency Governance in Integrated Administrative Systems: Evidence from a large-scale study

This article examines government agencies facing choice architectures that are multiple, overlapping, ambiguous, and sometimes incompatible—in short: turbulent. It makes two contributions: First, two conceptual images of agency governance are outlined that derive distinct predictions on how agencies are likely to maneuver when embedded in integrated multilevel administrative orders. Abstract We contribute to the research on internationalization of state-owned enterprises (SOEs) by studying the coevolution of state governance of SOEs and SOEs’ evaluation of international venture opportunities during a shift in dominant institutional logic from state to market logic. Using a novel digital historical method to study Telecom Finland, we argue that as state governance mechanisms change due to a logic shift, rationales underlying SOEs’ internationalization can significantly change and impact SOEs’ geographical and partner preferences. Abstract This study develops and tests a novel transaction cost model of master international franchising. Based on data from international franchise firms headquartered in six countries, we show that master international franchising is the franchisor’s preferred governance mode under the following conditions: large bilateral franchisor’s and franchisees’ transaction-specific investments, high institutional uncertainty and high behavioral uncertainty.
