When is Green Really Green? A Latvian Case Study on Updating of Food Supply Green Public Procurement

Abstract Green public procurement (GPP) is an important tool and is used to reduce adverse environmental impacts caused by food production. To have a more detailed look at the application of GPP in Latvia, the authors screened 97 public tenders for supply of food products, documenting the choice of the green criteria. Only 15 % of the screened tender documents corresponded to the national GPP requirements. Only 4 % of the tender documents gave higher priority exclusively for organic products compared to products within national quality schemes or integrated pest management agriculture. This study presents a taxonomy for public personnel management based on emergent profiles of local human resource managers in Spain. The analysis focuses on the task environments of managers defined by three salient constructs from strategic human resources management research. Specifically, this study looks at the level of participation of human resource managers in strategic-level policy-making processes, vertical and horizontal policy integration, and the flexibility of human resource managers in interpreting and implementing key functions of personnel management (i.e., recruitment, hiring, and remuneration). Strategic positioning and structural alignment in the public sector is a neglected area of research. This paper analyses the strategic positions of prospectors, defenders and reactors and structural alignment in Norwegian municipalities. Top managers responding to a survey perceived that the municipalities did align their organizational structures to the strategic positions for prospectors and defenders, but not for reactors, as hypothesized, but these relationships were modest. The Floresta Massif, located in the Eastern Cordillera of Colombia, has a diverse and precious natural heritage. It is one of the areas that contains an exceptional palaeontological heritage of the Middle Devonian not only of Colombia, but also of South America. The authors of this commentary, many of whom are part of a working group on social pediatrics supported by some of the European national pediatric societies member of EPA-UNEPSA, conclude that more studies are needed to cross the boundaries between disciplines, for example, looking at the inter-relationship of family life and child health and how parental loss is affecting the micro and macro level of child healthcare service systems. Therefore, this article aims to alert pediatricians to the impact of parental loss on child health and wellbeing. It emphasizes the importance of implementing preventive and social support programs for achieving health promotion and health-protective effects.

Will the resources allocated by the instruments of the voluntary pension system part significantly improve the level of the future pension? Will they allow a more decent life for an average Polish citizen in the period of the old age?
From Rhetoric to Practice: The Case of Spanish Local Government Reforms

This paper aims to explore what performance management tools are implemented in practice in Spanish local governments and whether they have led to an improvement in public management and accountability. We also analyse the usefulness of performance reporting, comparing it with that of accrual financial reporting. The results show that most of the entities that have introduced performance indicators do not use them for decision-making or accountability. After two decades of reforms in financial and management systems, financial directors still consider that budgetary reporting is the most useful, basically because the control of expenditure is still based on the budget.
