The European sovereign debt market: from integration to segmentation

This paper investigates the impact of European Monetary Union (EMU) and of the recent financial and fiscal crisis on the integration of the European sovereign debt market using annual data 1992–2010. The panel regression dependent variable is time-varying market linkages computed from daily realised correlations between sovereign bond returns for 13 European economies and Germany. The results indicate that the elimination of currency risk following the implementation of EMU led to a fundamental and significant one-off increase in integration. In the face of the changes in the planet's natural resources and of their unequal distribution, it is becoming more urgent that contemporary societies oversee environmental assets in a global manner. Although international directives, when they are transposed into national laws, may set specific objectives, meeting them at the local level is as yet an uneven enterprise. Nevertheless we hope to demonstrate, using a case-study involving local tensions over water resources, that public management of the crisis may be developed that effectively involves the civic society, by using the incentives and enforcement tools of central government and of local institutions.

Pharmaciens et coordination des soins primaires en France : quels enjeux ?

Multi-professional coordination is a strong axis of the reorganization of primary care in France. While this coordination concerns a priori all health professionals, some of them actually are still marginally involved. This article examines the challenges of integrating pharmacists into primary care in France. On the one hand, it is based on an analysis of experiments carried out in other health systems, and on their evaluations. On the other hand, it develops an initial reflection on the levers and obstacles that could explain in France, the poor integration of pharmacists but also on the challenges of a stronger presence of these professionals in the coordination of primary care.

This chapter studies the quantitative evolution of sub-central sovereign debt in Spain over the period 2000–2011 and compares it with the evolution of central debt. As an intense process of political and fiscal decentralization has taken place since the mid eighties, the paper examines whether this drive to decentralization has been paralleled by any fiscally undisciplined behavior on the part of Spanish sub-central governments over the period considered.
