Coalition governments are common in the European political landscape in various tiers ofgovernment. However, such coalitions were an exception in the history of the Valencian Autonomy until 2015, which marked a new stage with the so-called El Botànic governments. Microprojects are an important part of Interreg programmes. This article presents areas of cooperation and categories of actors who have been active in submitting and implementing these microprojects in the Czech-Polish borderland. It identifies 11 thematic areas of microprojects, which mainly support people-to-people projects in the field of culture. The most active microproject actors are local govern-ments, while the participation of non-public sector actors has generally rather stagnated since 2004. Transfer of powers and reallocation of the social capital available to junior governments

The article starts from the assumption that the production of junior governments in sub-central jurisdictions such as the department of the region is related both to the powers or resources that they receive from the central government and to the social capital which is available to them. A model is proposed in which both elements are considered as factors o f production. The second being able to move only slowly across levels of jurisdiction, the central government is itself unable to transfer rapidly powers or resources from one level to another without running the risk of an efficiency loss of the whole which it would find unacceptable in terms of electoral support.

Discretionary fiscal policy over the cycle: new evidence based on the ESCB Disaggregated Approach

This paper explores how discretionary fiscal policies on the revenue side of the government budget have reacted to economic fluctuations in European Union countries. For this purpose, it uses data on legislated revenue changes and structural indicators provided twice per year by National Central Banks of European Union countries in the ESCB framework for analysing fiscal policy. The analysis is based on the estimation of fiscal policy rules linking these measures of legislated fiscal policy changes to the output gap and other control variables.
