Local Government Reforms in Latvia, 1990-2003: Transition to a Democratic Society

This case study of Latvian local governments focuses on the qualitative aspects of reform legislation passed and implemented between 1990 and 2003 as the best available measures of changes made. Special attention is given to historical influences and inherited Soviet practices, the uncertain and conflicting value systems of reformers, and a gradual shift to concerns about the services provided. Power relationships are examined, together with the funding of local governments and minority relations. Quality of government and economic growth at the municipal level: Evidence from Spain

This paper analyzes the relationship between quality of government and economic growth at the municipal level in 1,820 Spanish municipalities during the period 2008–2015. At this level of dis- aggregation, the literature is virtually non-existent due to severe data constraints. To address this limitation, we proxy institutional quality with a measure of local government efficiency, which provides an accurate indicator of how good local authorities are at managing their budgets. This variable is expected to be highly correlated with other more traditional quality of government indicators such as corruption. Consequently, they should use all the tools available when deciding which management option is the most suitable for urban water service, given how important that service is and the variety of criteria involved in making such a decision. Is large-scale rapid CoV-2 testing a substitute for lockdowns?

Background Various forms of contact restrictions have been adopted in response to the Covid-19 pandemic. Around February 2021, rapid testing appeared as a new policy instrument. Some claim it may serve as a substitute for contact restrictions. We study the strength of this argument by evaluating the effects of a unique policy experiment: In March and April 2021, the city of Tübingen set up a testing scheme while relaxing contact restrictions. Methods We compare case rates in Tübingen county to an appropriately identified control unit. We employ the synthetic control method. This article analyzes a situation when the war was actually over and society began to recover. The government faced a severe challenge after the war. These serious problems will be analyzed in the light of the Great Northern War (1700–1721). The plans of the central government to stabilize society will be analyzed, as will the different kinds of planning activities undertaken by the authorities. El presente trabajo trata sobre los usos públicos dados a la técnica romano-canónica del mandato en el ducado de Borgoña durante el siglo XIII y principios del XIV. As in other medieval towns, local authorities of Castelló de la Plana controled legal prostitution. Town council supported public brothel in order to dissuade some passions that, otherwise, could degenerate into adultery and violence, and in the lastanalysis into disorders that threaten marriage as guarantee of material and social reproduction of community and its hierarchies.
