The paper focuses on the evaluation of the impact on residential buildings of innovative control logics defined for a rational utilization of the electric loads and air-conditioning systems. The control logics are implementable thanks to a Decision Support and Energy Management Systems developed by the same authors and easily installable in new and still-existing houses. The paper shows how a significant reduction of the primary energy consumption can be obtained by controlling the air-conditioning units together with the other electric loads of the house. A systematic evaluation of the potential energy saving and CO2 emissions reduction on buildings was carried out, when a renewable energy system is locally installed. The exploitation of a combined solar and photovoltaic system and the integration of suitable energy management actions were deeply investigated. A model of these solar and photovoltaic components has been developed and included within a complete house simulator, capable to precisely figure out the daily electric energy consumptions of typical apartments and to measure the positive actions induced by the added renewable energy. Since the adoption of the Senate Rules in 1982 alongside the traditional parliamentary Groups (where Senators are associated by ideological affinity), there exist territorial Groups that try to reflect the autonomous organization of the State. The purpose of this work is to make a concise study of these Groups, which are undoubtedly one of the effects of the expression that the Upper House is the House of territorial representation, as contained in article 69 of the Constitution.

Instruments, rules, and household debt: the effects of fiscal policy

In this paper, we look at the interplay between the level of household leverage in the economy and fiscal policy, the latter characterised by different combinations of instruments and rules. When the fiscal rule is defined on lump-sum transfers, government spending or consumption taxes, the impact multipliers of transitory fiscal shocks become substantially amplified in an environment of easy access to credit by impatient consumers, regardless of the primary instruments used. However, when the government reacts to debt deviations by raising distortionary taxes on income, labour or capital, the effects of household debt on the size of the impact output multipliers vanish or even reverse, no …
