A framework for public purchasing under a decentralized organization: an empirical study in the healthcare sector in Italy

More and more public companies are showing interest in how no conventional purchasing strategies, such as purchasing group solutions, may improve efficiency in purchasing activities by providing consistent saving on public organization budgets. This issue is essential for the healthcare sector, whose public spending is still increasing and represents a significant part of the GNP of many European countries. In this paper, different purchasing strategies have been addressed; more specifically, the main objective is to formalize a framework supporting purchasing strategy formulation, and operazionalize it through an empirical application to the Sicilian Region healthcare industry.

The bullwhip effect is a phenomenon consisting in variance amplification of orders as they move up a supply chain. The immediate bullwhip effect consequences are the increase of inventory costs, poor custoiner services and inefficient utilization of resources due to the difficulties of production planning activities in highly variable conditions. There are many factors that cause the bullwhip effect, but if is particularly due to demand forecasting and inventory management policies. In this paper the impact on bullwhip effect of different policies to manage demand and inventories has been evaluated through discrete event simulation, using the ARENA (R) simulation package.

A plant-wide wastewater treatment plant model for carbon and energy footprint: Model application and scenario analysis

Abstract A new model for accounting carbon and energy footprint of wastewater treatment plants (WWTPs) is proposed. The model quantifies direct and indirect greenhouse gas (GHG) emissions related to biological and physical processes of a WWTP. The model takes into account several innovative aspects with respect to already available literature models: i. kinetic/mass-balances; ii. nitrification as a two-step process; iii. nitrous oxide (N2O) formation during nitrification and denitrification both in dissolved and off-gas forms.
