La convergence des systèmes nationaux de gouvernance: une perspective contingente
2009
The objective of this paper is to show that the answer to the question of convergence of national systems of governance is contingent on a number of assumptions. The first assumption bears on the functions and the formal mechanisms characterizing the systems of governance. The second concerns the possibility to define a unique national system of governance for all the firms of a nation. The third focuses on the process of homogenization of national systems of governance attributed to globalization.
The assignment of powers in an open-ended European Union
2003
Presented at CESIFO Conference “A Constitution for the EU”, February 2003; International audience; A major characteristic of the European Union is its transitional or evolving nature, in particular with regard to the assignment of powers between the two main levels of government. More precisely, under current constitutional arrangements, this evolving nature takes the form of an integration process which tends to be monotonous, that is, which can only with great difficulty be reversed. The paper is mainly devoted to the explanation of how this comes about and what effects this has on other features of the process. As a concluding remark, however, it suggests that an additional criterion for…
Social entrepreneurship and employment challenges of persons with mental disabilities
2020
In developed countries there is a valuable experience how to include people with disabilities into society: involve in several activities and let them know as people valuable for the society. More and more academic research is devoted to those aspects as well as public policy is developed to create and support social entrepreneurship. Aim of the paper is to analyse findings and good practice of employment of people with mental disabilities in several countries and analyse the situation and possible developments on employment of people with mental disabilities in Latvia. Tasks of research: 1) analyse results of academic findings on good practice and challenges in employment of people with me…
Towards Implementation of OMOP in a German University Hospital Consortium
2018
Background In 2015, the German Federal Ministry of Education and Research initiated a large data integration and data sharing research initiative to improve the reuse of data from patient care and translational research. The Observational Medical Outcomes Partnership (OMOP) common data model and the Observational Health Data Sciences and Informatics (OHDSI) tools could be used as a core element in this initiative for harmonizing the terminologies used as well as facilitating the federation of research analyses across institutions. Objective To realize an OMOP/OHDSI-based pilot implementation within a consortium of eight German university hospitals, evaluate the applicability to support dat…
Cloud Based Cross-system Integration for Small and Medium-sized Enterprises
2017
The usage of information technology (IT) is one of the major factors for ensuring the growth and competitiveness of enterprises, as well as it also benefits the effective knowledge management within the organisation. There are large-scale knowledge management systems (KMS) covering the full functionality for facilitating the effectiveness and productivity of employees. These systems are frequently integrated into other organisation's management systems. But the most of the small and medium-sized enterprises (SMEs) cannot afford to use these KMS, and also the full functionality of these KMS is not necessary for them. Thus, the solution is to combine the parts of cloud based knowledge manageme…
Integration of IT Applications in Local Government Computer Systems
2015
Integration of IT applications in companies has always been a hot topic in recent years, leading to the creation of a new working style in the software: Enterprise Application Integration. To present the essence and very detailed image of this, is a main purpose of the paper. After a literature review, authors have described a chosen system, which is being used by the local government entities. The first part of the article traces the evolution of embedded computing applications management companies and the problems that were inevitable faced during the integration efforts. Then, in the article, the infrastructure of EAI is presented, with the detailed description of its: Front, Back, Middl…
Model independent assertions for integration of heterogeneous schemas
1992
Due to the proliferation of database applications, the integration of existing databases into a distributed or federated system is one of the major challenges in responding to enterprises' information requirements. Some proposed integration techniques aim at providing database administrators (DBAs) with a view definition language they can use to build the desired integrated schema. These techniques leave to the DBA the responsibility of appropriately restructuring schema elements from existing local schemas and of solving inter-schema conflicts. This paper investigates the assertion-based approach, in which the DBA's action is limited to pointing out corresponding elements in the schemas an…
Challenges of Government Enterprise Architecture Work – Stakeholders’ Views
2008
At present, a vast transformation within government systems is executed towards electronic government. In some countries, this change is initiated as enterprise architecture work. This paper introduces results from an empirical study on different stakeholders' views on enterprise architecture development within Finnish state government. The data is gathered from 21 interviews accomplished during spring 2007 among participants of the Interoperability Programme of Finnish state administration. The interviewees represent different sectors and levels of Finnish government and IT companies. On the basis of qualitative data analysis we discuss challenges of enterprise architecture work in the con…
A cultural approach to networked-based mobile education
2007
Abstract This paper discusses cultural conditions for networked-based mobile education. In our paper, we demonstrate how an Integrated Meta-Model that we have been developing in our MOMENTS project, i.e. Models and Methods for Future Knowledge Construction: Interdisciplinary Implementations with Mobile Technologies, can be used as a heuristic tool for research and pedagogical practice with technology, drawing attention to such cultural and pedagogical aspects and relations which are easily left unnoticed. This Integrated Meta-Model consists of four levels: (i) cultural discourses and practices; (ii) pedagogical models and principles; (iii) action, and (iv) individual acts and activities. Th…
