A Neofunctionalist Perspective on the ‘European Refugee Crisis’: The Case of the European Border and Coast Guard

Initial literature on the ‘European refugee crisis’ discerned intergovernmental tendencies in its management. This paper examines whether neofunctionalism may be able to explain a major case of ‘European refugee crisis’ policy-making, the negotiations on the European Border and Coast Guard regulation. We argue, somewhat counterintuitively, that the theory considerably furthers our respective understanding. The crisis acted as a catalyst exposing the weaknesses of a system that pitted a supranational Schengen against a largely intergovernmental external border regime, notwithstanding a developing Frontex. The prospects for an effective Euro‐Mediterranean Partnership depend in part on some key bilateral relationships, one of which is the subject of this study. Spanish‐Moroccan relations constitute an important example of North‐South relations in the Mediterranean, although naturally some of their features are specific to the countries involved. While economic relations between Spain and Morocco are competitive in certain areas, the broader picture is of complementary interests which are likely to grow as the development of these countries intensifies. The New Consensus and Post-Keynesian Interest Rate Policy.

Abstract This paper outlines the fundamental arguments of the New Consensus, critiques it from a Post-Keynesian perspective, and offers a Post-Keynesian alternative to the Taylor Rule. While Post-Keynesian economics provides a theory of endogenous money with exogenous interest rates, it has no clear description of a central bank reaction function. We attempt to remedy this oversight by identifying some of the difficulties attached to developing a Post-Keynesian reaction function, and suggesting an approach to the setting of interest rates that is more consistent than the Taylor Rule with Keynes's General Theory.

Culture, entertainment and amenities as urban and regional development policies have received much attention over the last decade. In the wake of recent work on the creative class, culture-led development policies have been applied in cities and regions across the Western world. This article uses quantitative data to examine whether these policies have gained the support of Scandinavian local and regional politicians and, if so, why and how. Heterogeneous Firms, Globalisation and the Distance Puzzle

Despite the strong pace of globalisation, the distance effect on trade is persistent or even growing over time (Disdier and Head, 2008). To solve this distance puzzle, we use the recently developed gravity equation estimator from Helpman et al. (2008) (HMR henceforth). Using three different data sets, we find that the distance coefficient increases over time when ordinary least squares (OLS) is used, while the non-linear estimation of HMR leads to a decline in the distance coefficient over time. The distance puzzle, thus, arises from a growing bias of OLS estimates. Trade law and trade flows

This paper develops and estimates a model to study the effect of improving the quality of commercial trade law on trade flows. We focus on improvements aimed to privately resolve disputes among trading partners: international commercial arbitration and conciliation. The main novelty of the model is to explicit the balance between the contractual quality of importer and exporter (contractual distance) in an environment with informational frictions (contractual noise).
