The Employment Effect of Reforming a Public Employment Agency

By how much does an increase in operating effectiveness of a public employment agency (PEA) and a reduction of unemployment benefits reduce unemployment? Using a recent labour market reform in Germany as background, we find that an enhanced effectiveness of the PEA explains about 20% of the observed post-reform unemployment decline. The role of unemployment benefit reduction explains just about 5% of the observed decline. Due to disincentive effects resulting from the reform, the reform of the PEA could have had an even higher impact on unemployment reduction if there had been less focus on long-term unemployed workers.

Youth Transition from School to Work in Spain

Using a data set drawn from the Encuesta Socio-Demográfica conducted by the Instituto Nacional de Estadística in 1991, we analyze the labor market entrance of Spanish school leavers and the match between education and work at the early stages of working life. The empirical evidence shows that human capital exerts a strong influence on the duration of unemployment. With regard to the job match between education and work we find that young workers are more likely to be underutilized compared to their adult co-workers. RENT CREATION AND RENT SHARING: NEW MEASURES AND IMPACTS ON TOTAL FACTOR PRODUCTIVITY

International audience; This analysis proposes new measures of rent creation and rent sharing and assesses their impact on productivity on cross-country-industry panel data. We find first that: (1) anticompetitive product market regulations positively affect rent creation and (2) employment protection legislation boosts hourly wages, particularly for low-skill workers. However, we find no significant impact of this employment legislation on rent sharing, as the hourly wage increases are offset by a negative impact on hours worked. Migration and imperfect labor markets: theory and cross-country evidence from Denmark, Germany and the UK

We investigate the labor market effects of immigration in Denmark, Germany and the UK, three countries which are characterized by considerable differences in labor market institutions and welfare states. Institutions such as collective bargaining, minimum wages, employment protection and unemployment benefits affect the way in which wages respond to labor supply shocks, and, hence, the labor market effects of immigration. We employ a wage-setting approach which assumes that wages decline with the unemployment rate, albeit imperfectly. Reassessing segmentation in the Labour Market: an application for Italy 1995-2004.

The aim of this paper is to test for the presence of dualism in a standard wage regression. The disparity in wages between primary and secondary workers, according to labour market segmentation theory, is not provided by worker characteristics, but rather by job characteristics. A standard way to assess this situation is by looking at the estimated coefficients in a standard regression for comparable workers across different labour market segments. Le recrutement des jeunes docteurs dans le secteur privé

This paper explores the relationship between the characteristics of the doctoral training and the recruitment of young PhDs in the private sector in France. We used information from a national representative survey of 1246 PhDs graduated in 2001 and interviewed in 2004. We focus on the recruitment and PhD returns among research-based jobs and non-research jobs in the private sector. Our econometrics results show that access and wages in the R&D jobs strongly depends on previous labour experience during the PhD (participation in a research contract, private funding for the PhD). "Facta non verba" : an experiment on pledging and giving

International audience; We design an experiment to investigate whether asking people to state how much they will donate to a charity (i.e., to pledge) increases their actual donation. Individuals’ endowment is either certain or a random variable. We study different types of pledges, namely, private, public and irrevocable, which differ in terms of the cost to the individual for not keeping the promise. The Consistency of Fairness Rules: An Experimental Study

In the last two decades, experimental papers on distributive justice have abounded. Two main results have been replicated. Firstly, there is a multiplicity of fairness rules. Secondly, fairness decisions differ depending on the context. This paper studies individual consistency in the use of fairness rules, as well as the structural factors that lead people to be inconsistent. We use a within-subject design, which allows us to compare individual behavior when the context changes. In line with the literature, we find a multiplicity of fairness rules.
