A quest between fiscal and market discipline

Fiscal rules are typically seen as government constraints. Yet, the extent to which they are substituted or complemented by market discipline (especially, during financial stress) remains unexplored. Using data for 71 countries over the period 1985–2015, we estimate an “augmented” fiscal reaction function to assess the impact of both fiscal and market discipline. We find that different market signals influence fiscal policy, but fiscal discipline depends on market incentives. In the EU and the OECD, market signals complement fiscal rules. Asymmetric decentralisation, economic cycle, regional and local government’s borrowing in Spain

This paper investigates the evolution of sub-central government borrowing in Spain over the period 1996–2011. The arguments and figures provided show that the intense process of political and fiscal decentralisation that took place over the 1990s and 2000s did not lead to higher debt ratios in terms of GDP at these tiers of government until 2007. Although a kind of overspending bias was in effect until the late 2000s, the paper shows that the evolution of GDP and tax revenues provided regional and local governments with enough resources to vigorously pursue their devolved public policy responsibilities and still keep their debt ratios under control. Limited evidence exists on the determinants of vaccine rollouts and their health effects at the country level. Objective Examine the determinants of COVID-19 vaccine rollouts and their effects on health outcomes. Casimir-Polder potentials as entanglement probe

We have considered the interaction of a pair of spatially separated two-level atoms with the electromagnetic field in its vacuum state and we have analyzed the amount of entanglement induced between the two atoms by the non local field fluctuations. This has allowed us to characterize the quantum nature of the non local correlations of the electromagnetic field vacuum state as well as to link the induced quantum entanglement with Casimir-Polder potentials.
