Ideas and approaches proven successful within disaster risk reduction (DRR) literature and practice are either bypassed or inadequately considered by contemporary climate change work. This chapter explores the intersections between climate change and hazards, vulnerability, and risk, looking at climate change as both a hazard driver and a hazard inhibitor. The implications of the narrow interpretations of vulnerability employed in climate change work are examined, as well as the ways in which climate change has come to act as a scapegoat for issues, events, and processes caused by hazard-independent factors. Traits and risk factors of post-disaster infectious disease outbreaks: a systematic review.

AbstractInfectious disease outbreaks are increasingly recognised as events that exacerbate impacts or prolong recovery following disasters. Yet, our understanding of the frequency, geography, characteristics and risk factors of post-disaster disease outbreaks globally is lacking. This limits the extent to which disease outbreak risks can be prepared for, monitored and responded to following disasters. Recientemente, algunos autores han definido distintas variables para caracterizar la atenuación lingüística en el marco de una base de datos multidimensional (Briz/Albelda; Albelda/otros). En este estudio se han seleccionado 982 elementos de atenuación de dieciocho entrevistas de español hablado; todos ellos han sido supervisados por hasta cuatro entrevistadores del proyecto Es.VaG.Atenuación. A 9-level three-phase multilevel converter with harmonic mitigation and integrated battery balancing

In this paper, a 9 level three-phase multilevel converter with a harmonic mitigation control method and an integrated battery balancing algorithm for automotive purpose is proposed. Each level of the converter is composed by a buck-boost converter and an h-bridge in cascaded connection. The control algorithm is implemented to achieve the harmonic mitigation on the output voltage waveform and to maintain the battery input voltages balanced. The design and operation of the system is described, and simulation study is reported using Matlab/Simulink platform.

Mapping Carbon Stocks In Central And South America With Smap Vegetation Optical Depth

Mapping carbon stocks in the tropics is essential for climate change mitigation. Passive microwave remote sensing allows estimating carbon from deep canopy layers through the Vegetation Optical Depth (VOD) parameter. Although their spatial resolution is coarser than that of optical vegetation indices or airborne Lidar data, microwaves present a higher penetration capacity at low frequencies (L-band) and avoid cloud masking. This work compares the relationships of airborne carbon maps in Central and South America with both (i) SMAP L-band VOD at 9 km gridding and (ii) MODIS Enhanced Vegetation Index (EVI).
