Dourges : projet d'extension de la plateforme multimodale Delta 3 : rapport de diagnostic

Le diagnostic archéologique réalisé en amont de l'extension de la plateforme Delta 3 a permis de compléter et d'approfondir les connaissances concernant le territoire de Dourges. Les vestiges mis au jour couvrent plusieurs millénaires et concernent les périodes protohistoriques (âge du Bronze et Hallstatt) et historiques (de l'Antiquité jusqu'à l'époque moderne). Pour les périodes protohistoriques, il s'agit d'éléments épars qui ne semblent pas constituer à proprement parler un site. Cependant, des signes ténus d'occupation sont avérés dans ce secteur dés l'âge du Bronze ainsi que durant le premier âge du Fer. L’opération de diagnostic archéologique a livré la présence de plusieurs occupations anciennes. La présence la plus ancienne est matérialisée par une fosse peu profonde de la Tène D2. Plusieurs fossés d’enclos d’orientation nord-sud ou est-ouest ont été repérés à divers endroits de la parcelle, ainsi que quelques structures domestiques. Ils sont datés du début de la période gallo-romaine. Du mobilier archéologique du Bas-Empire a également été récolté dans le comblement de structures plus récentes, ce qui laisse présager de la présence de structures de cette période.Un niveau de débordement de la rivière du Becquerel a scellé ces niveaux antiques. In Portugal and in its former colonies, the expression "constitucionalismo outorgado » is part of the constitutional vocabulary since the granting of the Charter of 1826. The French inspiration is obvious ; however, no equivalent expression exists in France. This curiosity leads to measure all the ambiguity of the concept of "granted constitutionalism", an improbable oxymoron according to the president of the Portuguese Republic, Teófilo Braga. Is it about a simple political and linguistic claim, a temporary compromise at the end of a frustrated Revolution? Or does it translate a deeper program, to reconcile both sides of the constitutionalism, ancient and modern ?

After France, and before Brazil, the second article concerns Portugal. The portuguese legal framework was appropriate to stem the birth of the constituent power. Reconstructed on the basis of an apocryphal transcription of its founding pact, the Cortes of Lamego of 1143, the portuguese public law benefited on top of a written document born in the XVth century, the Ordenações. This double peculiarity, making "iberian liberties" a model of the ancient constitutionalism, explains the reverential respect for these medieval borders and the hatred following Dom Pedro's granting in 1826.
