Innovation in E-government: Analysis of municipal web pages in the Nordic countries

The article seeks to test propositions about innovation in e-government inspired by innovation theory. The tests are carried out on data from a survey of municipal web pages in the four Nordic countries of Denmark, Finland, Norway and Sweden. The research question is concerned with explaining variations among Nordic municipalities as to the features of their respective web pages. A model of innovation is developed, aiming at capturing typical features of local government as a setting for innovations in e-governance. The production of hyperpolarized (HP) gas requires specialized laser optical pumping apparatus, which is not likely to be home built in the majority of clinical MRI radiology centres. A typical problem for webdesigners is to realize pages that can be potentially accessed from a number of display devices with different screen sizes and resolutions. Liquid layouts can help for this purpose. However, they can not typically be applied to images, which need to be rescaled or deformed. In both cases usability could be deteriorated. Content-aware image resizing techniques can help for this goal by rescaling the images to the desired width while preserving important image structures. A common problem in the design of information systems is how to structure the information in a way that is most useful to different groups of users. This paper describes some statistical methods for revealing the structure inherent in empirical data elicited from users. It is illustrated by the application of these methods to the design of some web pages giving information about the Universitat de Valencia. Three potential user groups were identified, administrative staff, teaching staff and students.
