Participative Planning Processes in the Absence of the (Public) Space of Democracy

Abstract This article aims to investigate the role, limits and opportunities of participation programmes in a local political context where consensus-building and inclusionary practices are not high priorities. A public housing neighbourhood in Palermo is used as a case study in order to critically highlight the ambiguous role that participative practices tend to play in fragile contexts. The case study also highlights the need for some preconditions for effective participatory practices in planning. These preconditions are focused on Arendt's notion of the ‘space of democracy’. The lockdown triggered by the coronavirus pandemic (March – June 2020) affected not only the economy, but also the functioning of the administration, and thus procedures connected with spatial planning. Spatial planning at the local level, in accordance with the principle of subsidiarity enshrined in the Polish constitution, belongs to the so-called “commune’s own tasks”1. Job Mobility and Sorting: Theory and Evidence

Abstract Motivated by the canonical (random) on-the-job search model, I measure a person’s ability to sort into higher ranked jobs by the risk ratio of job-to-job transitions to transitions into unemployment. I show that this measure possesses various desirable features. Making use of the Survey of Income and Program Participation (SIPP), I study the relation between human capital and the risk ratio of job-to-job transitions to transitions into unemployment. Dynamics of female labour force participation in France

International audience; This article formulates and estimates a structural intertemporal model of labour force participation. Relying on theoretical characterizations derived from an economic model of lifetime behaviour, we estimate a dynamic probit model with correlated random effects using longitudinal data to allow for a dynamic structure. The model is applied to a panel of married women drawn from the 1997–2002 French Labour Force surveys in order to represent their participation behaviour. The effectiveness of the Finnish EIA system — What works, what doesn't, and what could be improved?

Abstract The article summarises the results of a multidisciplinary research project on the effectiveness of the Finnish EIA system. It examines the main strengths and weaknesses of EIA as a preventive and participatory environmental management tool. The study concludes that EIA has achieved a meaningful role in the environmental policy toolbox in Finland and has clearly enhanced the possibilities for high-quality environmental decision making.
