AbstractThe radical uncertainty that refugees face because of war, flight and exile often dramatically shapes their participation in society. Violent conflict and human rights abuses are not just disproportionately experienced by, but can also create, political subjects. Such life events can transform the motivations, sense of responsibility and political actions of individuals with refugee backgrounds. In this article, we explore the links between civil–political engagement and the life stories of such individuals, analysing our empirical data through themes in the work of Hannah Arendt. Critical infrastructure and facilities are central assets in modern societies, but their impact on international disaster relief remains mostly associated with logistics challenges. The emerging literature on cascading disasters suggests the need to integrate the nonlinearity of events in the analyses. This article investigates three case studies: the 2002 floods in the Czech Republic, Hurricane Katrina in 2005 and the 2011 Tohoku earthquake, tsunami and Fukushima meltdown in Japan. Existing literature argues that taking a holistic approach to disaster management is important for organizations in building resilience. Theoretical underpinnings to achieve a holistic understanding, however, is lacking. This article applies the notion of an ecosystem as a holistic lens to understand complex disaster management. The paper reports two case studies from Japan and Nepal to illustrate how an ecosystem works during a disaster. The theoretical framework of information ecology is used in analyzing the cases. This study investigates local expert perceptions of the role of environmental factors, especially in terms of contemporary climate change, in population movements from Bangladesh to India. The aim is to delve into locally held understandings of the phenomenon and to gain a better understanding of these migration processes, which are actively intertwined with local experiences. Both Indian and Bangladeshi experts were interviewed using semi-structured, in-depth interviews in order to explore insights from locally held perceptions and understandings of contextual factors. Zusammenfassung Die Autoren erklären den bisherigen Verlauf von Covid-19 in Deutschland durch Regressionsanalysen und epidemiologische Modelle. Sie beschreiben und quantifizieren den Effekt der gesundheitspolitischen Maßnahmen (GPM), die bis zum 19. April in Kraft waren. Sie berechnen den erwarteten Verlauf der Covid-19-Epidemie in Deutschland, wenn es diese Maßnahmen nicht gegeben hätte, und zeigen, dass die GPM einen erheblichen Beitrag zur Reduktion der Infektionszahlen geleistet haben. Die seit 20. April gelockerten GPM sind zwischen den Bundesländern relativ heterogen, was ein Glücksfall für die Wissenschaft ist.
