A System Dynamics Approach to Evaluate Incentive-based Policies, Human Resource Motivation and Performance of Public Sector Organizations

2014

This paper tries to analyze - through a System Dynamics approach - positive and negative effects caused by human resources‘ (de)motivation in terms of productivity and quality of performance in public sector organizations. Therefore, motivation is here meant as an inclination to fill a gap between a desired and an actual level of productivity; this can be achieved through a set of policies aimed to encourage, sustain and address human resource behaviour in a working setting. As a consequence of such policies, public sector organizations would increase their productivity and effectiveness, thereby improving the level of wealth to the community they work for. But how does work motivation infl…

What challenges are associated with different governance perspectives in HEIs? Why linking performance management to governance is particularly crucial in the investigated field?

Tackling wicked issues in performance management and governance of health prevention: an empirical analysis of vaccination strategies in Italy

Performance management (PM) in the public sector is a research stream that grasped much of the attention of public administration and management scholars in the last decade (Bouckaert & Halligan, 2007; Hall, 2017; Douglas & Ansell, 2020). This is mainly related to the ever-evolving context in which PM regimes apply. Our society and its current challenges are indeed growing in complexity so that these last have been defined by modern literature as “wicked” (Rittel & Weber, 1973; Head & Alford, 2015). Wicked does not mean “evil” but it refers to the impossibility to share an understanding of societal problems and their definition. According to Head & Alford (2015),“wickedn…

A DYNAMIC PERFORMANCE MANAGEMENT APPROACH TO ANALYSE THE PERFORMANCE OF MUSEUMS: THE GALLERY OF MODERN ART IN PALERMO

A System Dynamics Approach to Analysing the Effect of Clientelism on Public Organizations Performance in Italy

2010

This paper tries to analyse the effects of political clientelism on the performance of public utilities and organizations in Italy. Shortly, clientelism consists in a series of reciprocal convenience-based relationships between politicians and individuals, commanding unequal resources and involving mutually beneficial transactions in terms of economic, social and political consequences. The motivation of this research stems from the fact that analysing the effect of clientelism may contribute in (1) improving the quality of electoral strategies and the resulting public policies and (2) managing the performance of public organizations according to a sustainable perspective. Hence, the key is…

NATURAL GAS SUPPLY CHAIN: A SYSTEM AND PERFORMANCE ORIENTED APPROACH

Global energy consumption has been increasing in recent years. Among the main global energy sources, natural gas stands out. It presents benefits from diverse points of view, low emissions for the environment, low price for the consumers, lower cost and simplicity in the supply. That is why, within the global policies of emission reduction, natural gas is considered the source of transition energy between fossil fuels and clean, renewable and sustainable sources of energy. Considering that natural gas is a non-renewable resource, it presents a significant and progressive reduction in reserves in some regions worldwide, but with ample possibilities for the discovery of new reserves and trans…

Fostering sustainable community outcomes through policy networks: a dynamic performance governance approach

2021

This chapter will illustrate how an “outside-in” view of policy making may implement a balanced perspective for assessing sustainable outcomes through an integrated Dynamic Performance Management and Governance framework. In the next sections such a framework will be illustrated and applied to different examples of collaborative networks. In the remaining part of this section practical implications from an “outside-in” view of policy making will be illustrated.
