Discretionary Fiscal Policies over the Cycle: New Evidence Based on the ESCB Disaggregated Approach

This paper explores how discretionary fiscal policies on the revenue side of the government budget have reacted to economic fluctuations in European Union countries. For this purpose, it uses data on legislated revenue changes and structural indicators provided twice per year by National Central Banks of European Union countries in the ESCB framework for analysing fiscal policy. The analysis is based on the estimation of fiscal policy rules linking these measures of legislated fiscal policy changes to the output gap and other control variables. This paper, affecting an analysis comparative of the different regional typologies, it analyzes the concept of weakness, with reference to the phenomena of degrade and disarrangement of the grounds, inside the processes of identification of functional territorial articulations to the statistical analysis and the decisions of policy, showing as despite the existence of a fed together of interpretations none of the examined typologies both indeed able to furnish a representation suitable of the phenomenon, since the different procedures of regionalization introduce not suitable discriminatory methodologies.
R&D policies and change of the productive model in Spain during the crisis

This article establish relationships between the strong impact of crisis on the Spanish economy and the structural weaknesses of the growth model in the previous phase. Finally conclude about the need to promote specific economic policies to change that model as well as the forms of competition. However , it is found that the orientation of these policies has not driven this change, especially policies on R&D, which are specifically analyzed in this paper

AbstractThis chapter discusses Finnish quality evaluation in comprehensive education, recognising that it frequently differs from that used by the Global Education Reform Movement (GERM) in most countries.
