Introduction to the Symposium on Exploring the Complexities of Performance Management

ABSTRACTThe editors of this symposium hope that this collection of articles can help advance the public administration literature stream across the multiple organizational and cultural settings in which these performance management studies were conducted. However, this symposium also focused on articles that can help advance the practice of performance management, where specific recommendations are needed to help public officials collect, analyze, and use meaningful outcome measures specifically for the benefits for making better management and policy decisions.
Promotions and Earnings – Gender or Merit? Evidence from Longitudinal Personnel Data

This study examines the determinants of promotions, performance evaluations and earnings using unique longitudinal data from the personnel records of a large university. The study focuses on the role of gender in remuneration using, first, information on the complexity ratings of job tasks to define promotions on job ladders and, second, information on objective individual productivity. The study finds that individual research productivity was an important determinant of promotions and earnings. The results indicate that gender has no effect on the probability of being promoted, conditional on productivity, nor does it play a role in the performance evaluation of employees. Furthermore, the…

Interaction between candidates and constituents via social media is a well-studied domain. The article takes this research further through a synthesis with platform studies, emerging scholarship that applies a critical perspective to the role of digital platforms in society. Examination of candidate–constituent interaction via Twitter and Facebook during the 2015 Finnish parliamentary elections revealed that the types of interaction differ between the two platforms: Facebook was used for formal campaigning and for praising and expressing support, while Twitter was utilized for information and for seeking and sharing opinions. Using Private Social Care Services in Finland : Free or Forced Choices for Older People?

Use of private social care services among older people is increasing in Finland. This study aims to understand why older people choose private care in a comprehensive tax-subsidized social care system and examines whether people choose private service as a free choice or a forced choice as well as what factors contribute toward making these choices. Data for this study (N = 1,436) were gathered in 2010 from people aged 75 and above living independently at home in two Finnish cities: Tampere and Jyväskylä. In his contribution, the author presents the work on the codification (initially on the Act) of procedural criminal law in Poland in the years 1919–1928. Those works were initially led by the Criminal Department of the Codification Committee, and then by the Criminal Proceedings Section of the Codification Commission. The first period of the work on the criminal procedure law was characterized by some disputes between the members of the Department, i.e. supporters of the classical school (E. Krzymuski) vs. the sociological school (J. Makarewicz), the discussion aiming at defining the relationship of procedural criminal law and substantive criminal law. O presente estudo tem como objetivo explorar a aplicação do orçamento baseado em desempenho no sistema de portos da Espanha. 'It's like a Sentence before the Sentence' - Exploring the Pains and Possibilities of Waiting for Imprisonment

This article explores the implications of the ‘imprisonment queue’ in Norway. Based on interview data (N = 200), we show that while interviewees waiting to serve their sentences enjoy certain benefits such as being able to prepare for or negotiate the terms of their imprisonment, they also suffer from uncertainty and powerlessness. The suspension of their lives while they wait hinders them in pursuing their ground projects, things that really matter to them. This peculiar phenomenon has not received attention from prison scholars generally, as well as scholars writing on Nordic Exceptionalism specifically.
