Economical Issues Regarding the Implementation and Functioning of the Common Catalogue of Varieties of Agricultural Plant Species

Abstract Economical constraints regarding the full implementation and functioning of the common catalogue on plant genetic resources for food and agriculture (PGEFA) are discussed in this paper based on the assessment of the current European Union regulatory framework. Based on this article's results new financial mechanisms should be developed at the national level for further responding to the European requirements including measures regarding the conservation varieties. This assessment is further supporting the need for developing and implementing new financial mechanisms in the support of the poor rural populations as well as for small farmers in harmony with commercial agriculture.

In the first part of this article, we describe the basic objectives of the math curriculum in Spain as well as the basic contents, teacher resources, and obstacles perceived in mathematics instruction. Second, we briefly describe the concept of learning disabilities (LD) as they are currently defined in Spain. As stated in the recent educational reform, a student with LD is any student with special educational needs. The article examines the activities of a municipal children's parliament (the TCP) in a middle-sized Finnish town. The article focuses on members of the TCP board and their parents and the emphasis is on parents' views as very little research exists on family background in relation to children's public participation. All the participating families were middle-class, both as self-defined and according to their socioeconomic background. The parents studied detailed different emotions they and their children experienced as members of the children's parliament. This systematic review of the academic literature since early 1990s on the application of some HRM practices in health care sheds light on the persistence decoupling between institutional norms and standards related to human resource management (HRM) procedures and the actual practices in organizations. Contrary to the affirmation of NIT, translation processes do not put an end to decoupling. The isomorphisms identified by the neo institutionalists relate to leadership decisions, not practices.
