Abstract Evaluation of dynamic responses under extreme environmental conditions is important for the structural design of offshore wind turbines. Previously, a modified environmental contour method has been proposed to estimate extreme responses. In the method, the joint distribution of environmental variables near the cut-out wind speed is used to derive the critical environmental conditions for a specified return period, and the turbulence intensity (TI) of wind is assumed to be a deterministic value. A general framework for the analysis of fiscal equalisation systems

This paper shows that, despite the existing diversity of models of fiscal equalisation, there is a common underlying structure that links all of them. To this end, a framework of analysis sufficiently general so as to encompass the main schemes present in the literature is developed. This allows to uncover the common features of these schemes and to identify more readily the origin and nature of their differences. The formal approach is complemented with a numerical simulation of the models considered. The paper also shows the usefulness of the approach for reform policy and suggests two new models.
TeamSim: An Educational Micro-World for the Teaching of Team Dynamics

In this paper we present an educational micro-world in which a learner can manipulate variables affecting the efficiency with which a team adapts to its environment. These include the structure of hierarchical relations within the team, the structure of the communications network, and other environmental parameters. Using the micro-world, the learner can design experiments (simulations) exploring notions in the dynamics of small groups.
