At the end of 2012, the PON METRO National Scheme was set up in Italy, inspired by the EU Urban Agenda. It also allows towns like Palermo to test and reach targets of urban resilience, focusing on mobility and sustainable energy in order to improve life in the cities together with innovative policies of social inclusion. Other medium-sized cities also tried to face the problem of urban resilience without using national funds. The city of Siracusa, for example, made use of EU direct co-financing schemes. The reconstruction of Gibellina after the 1968 Belice earthquake

On 15 January 1968 a catastrophic earthquake struck the Belice Valley. In some cases in the reconstruction plans it was decided to abandon the old settlements and to build new ones in different places. Among these centers Gibellina was the most damaged and the town was built away from the old settlement in an area within Salemi, where the highway and the railroad converged, in an attempt to take away the new center from the isolation in which it had lived for centuries. The project Risk Map of cultural heritage is promoted in Italy by the “Istituto Centrale per il Restauro” of the Ministry of Cultural Heritage. The project support the Central Administration for the safeguarding of cultural heritage. In Sicily, Region with a special statute, the Risk Map is edited by the “Centro per il Restauro” of the Regional Authority for the cultural heritage. Resumen En buena parte de los 17 objetivos de desarrollo sostenible marcados como metas de la humanidad por la ONU se deja entrever la sostenibilidad. Debido al modelo socioproductivo dominante, el único modo de avanzar hacia territorios más sostenibles que permitan alcanzar y mantener el bienestar de la población mundial, es tener presente la necesidad de planificar adecuadamente el desarrollo territorial. Este trabajo reflexiona sobre esta necesidad y avanza en la definición de los principales criterios para alcanzar la sostenibilidad territorial en las escalas regionales y locales.
